Blue Star Police Training is an entity of MTL Training and Consulting LLC, a law enforcement training company owned and operated by Matt Lloyd, an active NJ law enforcement officer. Although Title 39 For Cops supports the enterprises and diversity of all law enforcement training companies, Title 39 For Cops is independently owned and operated by MTL Training & Consulting LLC and not affiliated with any other law enforcement training companies.

Becoming The Title 39 Expert was rebranded as Mastering Title 39. The 2 part class is not only an update to the former class, but it also expands on and dives deeper into statutes, case law, and appropriate application of the laws. It became so expansive it needed to be divided into 2 parts.
YES! There have been numerous updates since then, and Mastering Title 39 expands on and dives deeper into statues, case law, and appropriate application of the laws not previously discussed in Becoming The Title 39 Expert. Due to continual statutory and case law changes, many students have taken the class as a yearly or biannual refresher.
No. Part 1 is not a prerequisite to part 2. Both classes are independent of each other and cover an array of different topics. All NJ LEOs are encouraged to attend both classes to maximize their Title 39 knowledge.
Currently the courses provided are in-person only. An "on-demand" style course may be developed at a later time.
No. This training is open to sworn law enforcement officers, prosecutors, and assistant prosecutors only unless otherwise noted. Every class attendee is required to provide agency issued photo identification confirming their identity and agency affiliation.
Mastering Title 39 (parts 1 and 2) is specific to NJ traffic law and will not be beneficial to anyone employed outside of NJ. All other class offerings such as Identifying Fraudulent Documents is available and beneficial to law enforcement officers nationwide.
Yes. Please use the HOST A CLASS tab and provide more details regarding your needs. A custom class curtailed to your needs and size group can be accommodated. Pricing varies based on needs.
Currently credit cards are the only accepted method of payment for course registration. Credit cards, Venmo, and cash are all accepted for merchandise sold at classes. Unfortunately, we do not accept purchase orders at this time. As an alternative, it is suggested that you pay for the class yourself and seek reimbursement from your agency if your agency allows.
In the event you cannot attend training that has already been paid for, you can elect to transfer the registered seat to a coworker who may attend in your absence, or you can receive a credit to attend a future class. No refunds are permitted.
